DESCRIPTION

The City of Long Beach, Department of Health and Human Services is recruiting for a full-time, unclassified, at-will Public Health Professional II to serve as theAssistant MSC Coordinatorin the Homeless Services Bureau . Reporting to the Multi-Service Center (MSC) Coordinator (Public Health Professional III), this position supervises direct service staff, assists with overseeing the operations of the MSC, and supports programmatic operations of the MSC. This position is located at the Multi-Service Center, 1301 West 12th Street, Long Beach, CA 90813.

EXAMPLES OF DUTIES

  • Supervises direct service City staff and supports the provision of services within the Multi-Service Center alongside the Multi-Service Center Coordinator;

  • Serves as onsite supervisor for co-located community based organizations housed at the MSC Ensures MSC provision of services meet Continuum of Care contract and funding standards;

  • Addresses client and homeless constituent grievances;

  • Coordinates with City partners, community members, businesses, and service providers to provide program information and build partnerships;

  • Manages client financial assistance programming including security deposit assistance, furniture assistance, utility assistance, etc;

  • Assists and supports crisis response and triage efforts within MSC and other Homeless Services facilities;

  • Responds to public and City departmental inquiries;

  • Responds to requests and complaints regarding impacts of homelessness;

  • Provides recommendations and guidance to streamline processes and enhance efficiency and efficacy of services and operations;

  • Supports the implementation of additional permanent housing and transitional shelter options in the City such as the management of modular shelters, safe parking, and other supportive programming;

  • Prepares program reports, evaluations, administrative materials, and correspondence;

  • Assists and supports crisis response and triage efforts;

  • Oversees safety operations and completion of safety-related requests for Multi-Service Center facility as directed by MSC Coordinator;

  • Provides training on homeless services and resources available to community members, City Departments, and participates in other public forums; and,

  • Performs other related duties as assigned.

REQUIREMENTS TO FILE

  • Bachelor's Degree in Public Health, Public Administration, or a closely related field(*proof required).

  • Program management experience in a public agency beyond the minimum requirements may be substituted for education on a year-for-year basis.

  • One (1) year of professional experience coordinating and/or supporting community-based social service or public health programs.

  • Valid motor vehicle operator license.

  • Required to obtain a California motor vehicle operator license within 6 months of employment if license is out of state. DMV K4 driver license information report printout required during onboarding if selected for position.

    DESIRABLE QUALIFICATIONS:

  • Master’s Degree in Public Administration, Social Work, Public Health, Social Justice or a closely related field.

  • Willingness and ability to work evenings, nights, weekends, and holidays when necessary.

  • Experience with homeless services contracts and funding regulations

  • Experience successfully managing relationships with other governmental agencies and elected officials, using diplomacy, tact, and good judgment .

  • Experience with multidisciplinary alternate response programs, community-based mobile services, public safety first response systems, and/or community health responses.

    SUCCESSFUL CANDIDATE WILL DEMONSTRATE:

  • Demonstrates skill in patient assessment, intervention, planning, and evaluation.

  • Demonstrates initiative, good judgment, and the ability to make decisions independently.

  • Demonstrates skill in working with high-risk and mentally ill populations.

  • Strong communication skills, verbal, non-verbal, written and oral.

  • Ability to handle sensitive information and maintain confidentiality.

  • Ability to work effectively with a wide variety of people and populations by consistently exercising tact, good judgment, and a proactive, problem-solving focused style.

  • Ability to deescalate and resolve conflict effectively.

  • Ability to work within deadlines, manage multiple assignments, and set appropriate priorities.

  • Proficiency in the use of computers, including email, internet, and office productivity software (e.g. Microsoft Word, Excel, and PowerPoint).
