Summary This position is located in the Division of Resolutions and Receiverships, Financial Services and Technology Branch in the Receivership Accounting /Accounting Operations section, responsible for performing accounting functions for the receivership accounting program. Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement. Responsibilities Determines accounting methods, practices and procedures to be used on complex accounting transactions and unusual matters, including the need for automation applications, documentation and systems controls. Initiates operational reviews and the planning and developing of modifications, improvements, or replacements for existing accounting and processing systems using practices and techniques developed within the Corporation, as well as exploring innovative approaches and modern technologies. Reconciles general ledger accounts documenting balances and reconciling items. Approaches, plans and coordinates work; identifies and resolves problems which may adversely impact completion of assignments; and develops and presents recommendations as necessary. Prepares work papers, schedules and documentation to support the results of work assignments. Develops analytical, accounting and financial reports in response to routine duty assignments and special requests. Monitors compliance of various quality control practices and procedures ensuring continuous flow of recorded financial information. Identifies potential problems, initiates corrective action or makes recommendations to resolve issues. Monitors and confirms that internal controls are in place. Determines action required to improve internal controls, and ensures integrity of the data and/or systems. Recommends course of action that addresses inefficiencies. Requirements Conditions of Employment The candidate selected will be offered a term appointment not-to-exceed two years, which may be extended to a maximum of seven years based on workload requirements and organizational staffing authorizations. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In addition to the specialized experience below, this position requires: 1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR 2. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-12 grade level or above in the Federal service. Specialized experience is defined as experience providing oversight, leading reconciliations, coordinating asset disposition and sales for financial accounting, assets and liabilities. Additional Information The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 16.82% to a high of 51.75%.
