Summary This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Civilian Human Resources, Diversity & Leadership CG-12, US Coast Guard, Office of Workforce Relations CG-124, Assistant Commandant for Human Resources CG-1, in Washington DC. Responsibilities You will serve as a Human Resources Specialist (Performance Management), in the Civilian Human Resources Office, Workforce Relations Division, responsible for a wide variety of issues which range from routine to highly complex while providing technical support to the customers, employees and management officials/supervisors. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providing advice and assistance to customers in the awards and performance functions. Reviewing and approving nomination packages for review approval by the Commandant. Making recommendations to the Awards/Performance program administrators on operating policy. Participating in meetings, conferences, panels and/or committees both internal and external. Ensuring adequate records are maintained of all Honorary Awards in order to produce real time reports. Working closely with the Awards/Performance Administrator of various projects, deadlines, data calls, etc. Ensuring awards are processed in a timely manner and meet the customer's desired deadlines. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications At the GS-09: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Examples of GS-9 level work may include: Preparing policy, guidance, operating procedures, and/or HR advisory services pertaining to civilian awards and familiarization with HR data including service computation dates. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Have a combination of directly related work experience and graduate level education. Combinations of successfully completed graduate education as described above and specialized experience as described above may be used to meet the total qualification requirements. When an applicant has less than one year specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Forty hours of work per week in the specialized field for 12 months is equivalent to one year of full-time experience, and generally, 18 graduate-level semester hours is equivalent to one full-time year of graduate study (your school and department determine what constitutes one full-time year of graduate study). Applicants must have successfully completed more than one year of graduate education to use this option to qualify at the GS-9 level. Applicants percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 27 graduate-level semester hours for a GS-09 grade level position equals 50%) must total at least a 100%. At the GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Examples of GS-9 level work may include: Preparing policy, guidance, operating procedures, and/or HR advisory services pertaining to civilian awards and expertise with HR data including service computation dates. OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements At the GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of GS-11 level work may include: Preparing policy, guidance, operating procedures, and/or HR advisory services pertaining to civilian awards and/or performance and expertise with HR data including service computation dates. NOTE: Education cannot be substituted for experience at this grade level. Education This position does not have a positive education requirement.
