Summary This position is located at the Acoma-Canoncito-Laguna Indian Health Center, Business Office Department. The Supervisory Health System Specialist (Business Office Manager) provides patient registration and admissions eligibility determination, third-party billing and collection of healthcare services. The purpose of this position is to manage by planning, controlling, evaluating, analyzing and providing oversight of the hospital's health care alternate resources program. Responsibilities Plans controls, evaluates, analyzes and provides oversight of the hospital's comprehensive health care alternate resources program. Develops a departmental performance improvement plan for continuous improvements to generate third-party resources and includes multidisciplinary activities for hospital-wide improvements. Participates with and meets applicable Joint Commission standards and ensures accreditation of Acoma-Canoncito-Laguna Health Center. Analyzes policies and directives to define requirements and objectives for the department. Provides technical consultation in regard to eligibility criteria, medical priorities and denial or appeal procedures. Serves as technical and administrative Supervisor. Plans, organizes and evaluates work assignments and coordinates, distributes, and follows up on workloads. Assigns work, sets performance standards and evaluates employees. Promotes and accepts suggestions to improve the overall operations as well as stresses cost containment. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. BASIC REQUIREMENT(S): Health System Administration Series 0671 (opm.gov) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least GS-9 grade level in the Federal service in a progressively responsible analytical or administrative, or clinical management or supervisory position in the health care field which involved preparing and analyzing statistical reports and control methods for determining effectiveness of operations within a Medical or Referred Care Department. Duties may have included the coordination of patient care through referred care systems, analyzing, monitoring and forecasting program funds, ensuring third party resources are utilized effectively, processing and coordination of third-party cases, issuance and reconciliation of purchase orders, assisting in coordination of case management, conducting vendor outreach efforts and negotiating referred care vendor contracts, ensuring compliance with eligibility requirements and establishing proper medical priorities for referred care, long and short range program planning and establishing and implementing performance improvement goals. OR A Ph.D., LL.M. degree, or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree which included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR A combination of experience and education that when combined, meets the qualifications listed above. Only graduate education in excess of 36 semester hours may be used to qualify. All qualifying work experience must be progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers or analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must have management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities and knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
