Summary The position reports directly to the Chief Engineer, in the Office of the Deputy Commissioner of Operations, at the Bureau of Reclamation, and is located in Denver, Colorado. Responsibilities As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant. Specific Duties The Senior Advisor, Hydropower/Electric Reliability Compliance Officer is located in the Bureau of Reclamation at the Department of the Interior (Department) and reports to the Chief Engineer. The incumbent will be responsible for serving as the lead on intergovernmental initiatives/regulatory requirements associated with hydropower generation and delivery. The incumbent carries out the following specific responsibilities: 1. Responsible for Reclamation's overall compliance with Federal Energy Regulatory Commission (FERC) Mandatory Bulk Electric System Reliability Standard (MBESRS). 2. Responsible for providing strategic vision, direction, and priorities related to policy issues for the hydropower function. 3. Responsible for providing objective counsel to Reclamation's Senior Executives and Department of the Interior officials on long-term intergovernmental initiatives affecting hydropower activities for Reclamation. 4. Serves as Reclamation's primary lead to external and intergovernmental groups addressing initiatives associated with hydropower generation. 5. Coordinates with and serves on the executive boards of local, regional, and national compliance organizations including but not limited to FERC, North American Electric Reliability Council, Western Electricity Coordinating Council, Regional Reliability Council(s), etc., as appropriate. 6. Serves as an authoritative resource to regional directors or their designated representatives on matters pertaining to electric power, including contracting, delivery, restrictions, settlements, funding agreements, or other related matters. 7. Develops budget strategies on behalf of the Commissioner to address Reclamation's overall power function needs and requirement and provides recommendations related to appropriate courses of action. 8. Leads strategic planning activities in the hydropower arena on behalf of Reclamation. 9. Organizes and/or provides oversight for the completion of special assignments and projects related to the hydropower function which may include decisions affecting not only Reclamation, but the Army Corps, TVA, BPA, and Western, and other agencies. Demonstrated ability to advise leadership and lead teams in the development and implementation of long-term intergovernmental initiatives affecting hydropower activities for Reclamation. 3. Demonstrated ability in providing oversight, strategic direction, and broad vision to assist with timely and effective decisions related to implementation and evaluation of hydropower focused programs.
