JOB REQUIREMENTS: This position is responsible for maintaining the daily operations of the utility accounting division for the City of Oshkosh. This position requires strong leadership skills, attention to detail, and a solid understanding of financial regulations and statutes. Specific duties include: Manage and supervise daily operations of the utility accounting division Maintain the general and subsidiary ledgers and journals for water, sewer, and stormwater utilities Provide quality customer service with a team-oriented approach to internal and external customers Actively participate as part of the Finance management team focusing on problem solving, visioning and succession planning ***** OTHER EXPERIENCE AND QUALIFICATIONS: Minimum of 5 years of accounting experience Minimum of 3 years of supervisory experience Thorough knowledge of Generally Acceptable Accounting Principles (GAAP). Possess excellent financial judgment and the ability to work with financial data accurately and efficiently. Knowledge of the Public Service Commission of WI (PSC) and required reporting requirements. Knowledge of laws, statutes and administrative rules governing utility functions. Ability to accurately complete and analyze financial data, reports, and statements. Ability to establish and maintain effective working relationships with City officials, division and department heads, staff, co-workers, outside governmental agencies, auditors, and IT staff. Ability to effectively manage subordinate staff and tasks performed by them. Considerable skill in communicating effectively, verbally and in writing, with staff, peers, department heads, and the general public.
