Summary The position serves as the Financial Manager, Chief Financial Officer and principal technical advisor to Executive Leadership, with full delegated authority and responsibility for executing all resource and program initiatives, The incumbent provides overall management of the financial affairs of the organization, translating past and proposed actions into meaningful and relevant information for use in management process at the highest level and across the health care system. Responsibilities Duties to include but not limited to the following: Professional in-depth knowledge of the theory, principles, concepts and practices of accounting, budget management and VA financial programs in order to apply this knowledge to broad and difficult assignments. Leadership and management acumen sufficient to direct a comprehensive financial management program for a large and diverse workforce. Knowledge of governmental accounting operations and requirements including those established by the Government Accountability Office (GA 01, Department of Treasury, Office of Management and Budget (OMB)), and the Department of Veterans Affairs and Comptroller General Decisions to independently perform a variety of assignments. In depth knowledge of applicable legislation, statutes, regulations, policies, practices and procedures is required. Comprehensive knowledge of operations, function and objectives of various financial analysis components and programs is required. Comprehensive knowledge of patient eligibility and medical care billing and collections programs is required. Detailed and intensive knowledge of the budgetary policies, precedents, goals, objectives, regulations and guidelines of the Department of Veterans Affairs. Extensive knowledge of sources, types and methods of funding for organization and programs; and budgetary differences between the assigned budget and the budgets and programs or other agency components. Knowledge of the theories, practices, methods and techniques of auditing to independently review and conduct evaluations of the agency and provider operational programs and their related accounting systems. Ability to establish and maintain effective working relations, not only with subordinates, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity and resourcefulness. Capable and has experience to planning, directing, and coordinating difficult and complex programs and work projects. Demonstrates the ability to apply a high level of sound, independent judgment in the resolution of financial problems and in the administration of a financial management program. Ability to communicate verbally and through written correspondence in order to convey information related to financial management activities. Provides top management, as well as all secondary levels of management, with staff advice and assistance in comptroller, manpower, and internal controls matters. Coordinates with representatives of VA, and other federal government agencies for the purpose of obtaining and rendering information. Incumbent represents the VANCHCS at conferences and meetings with officials from VA and other governmental agencies. First line supervisor for all directorate employees. Incumbent provides leadership, direction and coordination of financial management, budgetary/accounting management, internal controls, manpower management, and management analysis programs. Utilizes accounting and funds control systems to maintain proper financial balance and to ensure that management obtains maximum benefit from financial resources without sacrificing efficiency or violating rules or regulations. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.(NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH APPLICATION MATERIAL.
