This is a remote Government Property Manager- Onboard Vessel position.
Summary: The Sensors & Advanced Solutions division has extensive experience of existing Operations and Maintenance/Sustainment (O&M/S) programs that includes: The COBRA DANE Radar O&M/S program located at Eareckson Air Station Shemya, Alaska. The Hues Air Defense Radar (HADR) Sustainment program that includes two radars located in Taiwan. The Mobile Sensors COBRA KING Radar and Communication O&M/S program located onboard the United States Naval Ship Howard O. Lorenzen operating in the PACOM AOR. The NATO Hues Air Defense Radar Sustainment program that includes seven radars located in six countries. In performance of this mission, Vertex Sensors & Advanced Solutions division is seeking a Government Property manager to assist the Mobile Sensors Program Management Team, onboard the Cobra King platform, in performance of the program execution and associated activities.
This position will play a key role in executing shipping and receiving functions as well as warehousing and property control processes. They serve as a primary point of contact in government furnished property, property movement, planning, and regulatory oversight of day-to-day Logistics and Asset Management function. Efficiencies and effectiveness of these functions are critical to mission success. Position will primarily be assigned to the USNS Howard O Lorenzen but may work at the program office located on Patrick Space Force Base (SFB), FL when needed. This role is a remote assignment onboard forward deployed naval vessel.
Position will be required to conduct both domestic and international travel.
Must be able to pass Maritime Physical exam IAW Program Performance of Work Statement.
Responsibilities: Manages the continuous logistics support of multiple deployed vessels in a continuously dynamic operational environment. Oversees coordination of critical and routine shipments of equipment and material to align with mission schedules and port destinations. Provides authorization and oversight of procurement activities in support of maintenance and upkeep of multiple radar and communications systems. Ensures material/equipment availability and delivery in support of Repair Overhaul (ROH) cycles.
Manages property control activities to ensure continual accountability of government, and company property in accordance with applicable government regulations or corporate policy. Maintains and provides updates to applicable records in accordance with Federal Acquisition Regulation (FAR) as well as contract terms and conditions. Coordinates regular cyclic inventories of system material and equipment. Ensures proper updates are made to the contract system of record. Coordinates with engineering to determine the condition and obsolesce of system equipment and material. Processes disposal requests and authorizations through ETIDS. Arranges disposal of surplus or obsolete material or equipment utilizing DLA/DRMO. Manages LTDDs via the Procurement Integrated Enterprise Environment (PIEE) website and arranges for disposal of damaged or obsolete material/equipment in accordance with the FAR policy throughout assigned efforts. Supports internal and external assessments of the property control and logistics system. Is the primary point of contact for all audit in-briefs, execution, out-briefs, and follow-ups.
Provides feedback and insight to the continuous development and improvement of the company's Inventory Management and Logistics system, including improving the processes of associated with tracking system inventories aboard deployed vessels.
Assists Material Program Managers with the management and coordination of property and logistics matters across functions. Continually assesses the strengths and opportunities of the logistics systems, highlights vulnerabilities, and implements effective controls to mitigate compliance exposure and/or inefficiencies. Manages the relevancy and currency of the contract's Integrated Logistics Support Plan (ILSP). Provides regular updates to comply with regulatory requirements as well as meet customer priorities. Develops and maintains metrics and KPIs that monitor performance of the Inventory Management and Logistics systems. Responsible for Inventory of assets and conducting program directed checks. Performs administrative and supervisory functions of subordinate Procurement and Logistics personnel. Collaborates with other lines of business within Company to develop organizational solutions and identify streamlining opportunities. Establishing and implementing Job Hazard Analysis in performance of shipboard and warehousing logistics functions. Work in compliance with OSHA and Company safety policies and procedures.
Qualifications: Have 8-10 years direct experience in the property or supply fields. Must be able to work and build a team environment. Knowledgeable of the Army and Federal Acquisition Regulation (52.245-1 and 45.5) as related to Contract Property. Basic knowledge of warehousing or goods received and shipping processes. Must be familiar with and execute ITARS requirements. Knowledge of industry standards for packaging and protection suitable for shipment. Knowledge of military transportation processes. Experience coordination property movement through commercial carriers to international destinations to include import and export regulatory compliance. Proficient in computer skills to include Microsoft Office applications; MS Word, Excel, PowerPoint as well as filing systems and office document organization. Candidate must possess excellent personnel communications and office skills. Operational knowledge of inventory databases. Perform other tasks as assigned GTL Logistics Manager in a manner that enhances customer satisfaction. Active DoD Secret security clearance, ability to obtain a TS/SCI Clearance. Must have a valid US Passport. Must be able to pass Maritime Physical.
