Summary The incumbent will contribute to the socioeconomic well-being of the Nation through increased acquisition opportunities for small businesses in general and Veteran-Owned Small Businesses (VOSB) in particular. Incumbent is responsible for coordinating and managing a variety of administrative activities in support of this office's programs and procedures. The incumbent functions as a lead technical expert on all issues and communications involving the contract acquisition activities for the OSDBU. Responsibilities Performs project risk management that involves identifying events that might occur during the execution of the project. Develops a risk register to itemize, categorize, and prioritize risks that impact the project and plans the appropriate risk response. Designs and enacts administrative and procurement guidance for OSDBU contracts to optimize operations and contribute to the office’s attainment of the Department’s strategic objectives. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks. Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization. Reports to the Director of Shared Services regarding OSDBU contract activities. Requirements Conditions of Employment Qualifications Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Training team members on problem solving methods and techniques; (2) Developing program activities established by the director; (3) Creating administrative guidance for OSDBU's operations. Education There is no educational substitution for the 14 level. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
