General Statement of Duties

THE EUGENE AIRPORT IS LOOKING TO HIRE!!!

The Eugene Airport is looking to hire an Airport Airfield Manager. This position supervises compliance of the Airport Airfield Maintenance Program and associated Federal Aviation Administration (FAA) regulations. It supervises 7 Airfield Airport Workers. Receives direction from the Assistant Airport Director – Operations Security & Maintenance. Responsibilities include research, analysis, making decisions/recommendations, implementing actions, coordination of staffing and work activities related to airport maintenance: enforcement of rules, regulations, and contracts as related to airfield maintenance operations; development and management of the FAA mandated wildlife programs, winter operations, fleet management, farming programs, compliance record keeping, liaison with stakeholders on airfield activity; and administration including managing personnel issues and assisting with budget preparation.

Examples of Duties Performed - Duties may include but are not limited to the following

Develops and oversees the implementation of policies, procedures, and schedules to ensure that the Airport Airfield Maintenace Program is operated in accordance with Federal, State, and local regulations and within accepted industry practices and standards.

Develops, implements, and updates, the Airport Certification Manual (ACM), Snow and Ice Control Plan (SICP) and the Wildlife Hazard Management Plan (WHMP) in coordination with the Airport Operations Manager, including recurrent training and record keeping; the Airport construction operations program as required by Federal and State regulatory agencies in accordance with 14 CFR Part 139.

Analyzes current practices, develops strategies to reach compliance, and implements changes necessary to ensure continued compliance. Responsible for keeping up to date on any changes dictated by the FAA and for immediate compliance with those directives.

Provides professional analytical and administrative assistance to the Assistant Airport Director and other professional staff; conducts analytical studies and surveys; collects information related to airport airfield maintenance issues; analyzes findings; prepares reports and recommendations; coordinates implementation of new policies and program.

Develops and oversees Airport Fleet program including researching and analyzing needs and options to meet federal and airport requirements, coordinating vehicle and equipment maintenance, and all fueling systems. Coordinates with fleet for all purchases of vehicles and equipment including obtaining, writing, and approving specifications.

Develops and oversees the airport farming program. Liaisons with farmers to ensure that the program is operated in accordance with Federal, State, and local regulations including determining what land is farmed, contract language, crop type, rotation, and wildlife control practices.

In coordination with the Airport Operations Manager, develops and manages the Airport recurrent training program including FAA and TSA mandated compliance record keeping.

Responsibilities include hiring, terminating, promoting, performance appraisals, discipline, counseling, training, and helping employees set goals and objectives. Responsible for supervising all Airport Operations Duty Officers, Airport Worker 1, 2 3, and 4 classifications; Program Specialists; and Administrative Aides when they are involved in Airport airfield activities.

Plans, prioritizes, assigns, supervises, and reviews the staff involved in airport airfield maintenance activities including, but not limited to, asphalt maintenance, runway and taxiway maintenance, wildlife, painted markings, lights and signs, and winter operations.

Meets as required with Federal Aviation Administration certification inspectors, the RSAT committee, and representatives from EUG ATCT.

Develops and oversees the FAA mandated wildlife program in accordance with all Federal and State laws and guidelines.

Meets consistently with US Fish and Wildlife, Oregon State Wildlife, USDA (permits and strike reporting), The FAA and the State Fire Marshal to update policies and practices.

Develops, plans, and implements the required Winter Operations program in coordination with the Operations Manager including researching, analyzing current practices, equipment, products and developing strategies to maintain Operations and safety. Acts as the Snow Boss during Winter Operations which includes all preparations, weather monitoring, and directing snow/ice removal.

Analyzes and interprets Part 139 Federal Regulations, and FAA Advisory Circulars.

In coordination with the Airport Project Manager, assists in design, monitoring, and inspection of all airfield construction projects for compliance with all Part 139 Federal Regulations, and FAA Advisory Circulars.

Plans and coordinates annual FAA certification and SMGCS inspections.

Supervises all functions/duties associated with Airfield Airport Workers.

May serve as backup to the Airport Operations Manager.

Assists in the preparation of the annual budget and work plan; prepares and submits the budget for the operations section for review; authorizes and monitors operations related expenditures.

In coordination with the Airport Operations Manager, develops, manages, and conducts FAA mandated training programs including Winter Operations, Wildlife Management and Self Inspections for airport staff.

Requisitions supplies, equipment, and materials; maintains contact with vendors; negotiates work with outside contractors; assists with the preparation of Requests for Proposals (RFPs), Requests for Qualifications (RFQs), bid specifications, evaluation of responses, and selection of successful bidders.

In coordination with the Airport Operations Manager, supervises the Airport inspection program in accordance with FAA regulations.

Attends and serves on a variety of committees and task teams; conducts crew safety meetings and inspections; conducts safety meetings.

May require supervision of a variety of airport activities during non-regular business hours. On-call 24/7/365 for primary airfield related emergency and winter operations calls.

Respond to airport related emergencies and critical operational needs as required.

Answers questions and provides oral and written information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints.

Facilitates staff development on such issues as diversity and creating a respectful working environment.

As necessary, may act-in-capacity for the Airport Assistant Director, other managers, or the Airport Director.

Performs other duties as assigned.

Qualifications

A typical way to obtain the knowledge and abilities would be:

Experience:

Four and a half years of progressively responsible related professional experience, preferably in the commercial aviation industry or aviation management, including at least one year of supervisory or program management experience.

Training:

Equivalent to a bachelor's degree from an accredited college or university in aviation, airport management civil engineering, construction technology, business or public administration, public policy management, transportation planning, or a closely related field. Additional qualifying professional level experience may be substituted for the educational requirement.

License or Certificate:

A valid Oregon driver's license or ability to obtain by date of hire. Must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Successful completion of the American Association of Airport Executives (AAAE) Basic Airport Safety and Operations Specialist (ASOS) School within six months or first available training.

Successfully become Operations qualified within one year.

Successful completion of AAAE Accredited Airport Certified Member designation preferred or ability to obtain within a two-year period.

The Ideal Candidate will possess the following knowledge, skills and abilities:

Knowledge of:

Federal Aviation Administration rules, regulations, and operations directives governing the aviation transportation system. These include Part 77, 49 CFR's Part 139 and FAA advisory circulars related to airport maintenance, construction, winter operations, security, ARFF, and Airport improvement program.

Materials, methods, and practices used in airfield, ramp maintenance, and construction.

Equipment and tools used in airfield, ramp maintenance, airfield lighting and signing, and construction.

Principles and practices of airport operations; including the Airport Security Plan, the Wildlife Management Plan, and the Airport Emergency Plan.

Mitigation principles and practices related to Airport emergencies such as ice and snow control/removal and crash fire and rescue.

Pertinent Federal, State, and local laws, codes and regulations such as commercial driver’s licensing requirements, drug and alcohol testing procedures, confined space entry techniques, and pertinent FAA requirements and security systems, including FAR Parts 107 and 108.

Principles associated with the commercial aviation industry including safety, gate, and ground security.

Principles of supervision, training, and performance evaluations. Preparation and dissemination of public information and press releases. Principles and procedures of compliance record keeping.

Principles and procedures of budget preparation and administration. Safe work practices, including OSHA rules and regulations.

Principles associated with the commercial aviation industry including; safety, gate, and ground operations.

Principles and practices of airport operations and business administration.

Principles and practices related to the mitigation of airport emergencies such as ice and snow removal/control and ARFF.

Modem office equipment, procedures, methods, and computer equipment.

Ability to:

Prioritize among the diverse range of separate elements of airport operations programs. Analyze problems, identify solutions, project outcomes, and implement recommendations.

Interpret, analyze, and apply pertinent Federal, State, and local policies, procedures, laws, and regulations as they relate to airport airfield maintenance.

Establish, maintain, and direct airport operations activities and emergency programs.

Establish and maintain effective working relationships with staff, tenants, elected officials, and the public. Advise, provide training to, and monitor tenant activities.

Communicate concisely, both orally and in writing. Write clear and accurate reports and other information needed by Airport management.

Describe, analyze, recognize, and develop solutions to Airport-specific related problems.

Evaluate the impact of program decisions and work towards creative problem solving involving sensitive situations and issues.

Supervise, train, counsel, and evaluate assigned operations staff. Work in extreme weather conditions.

Serve on-call evenings and weekends, respond to airport emergencies, and work flexible shifts which may include weekends and holidays.

Make clear and concise training and public presentations and manage meetings of up to 50 people.

Supervise, lead, and train other crews which are primarily supervised by someone else but have responsibilities in the operations program area.

Act as a backup for the Airport Operations Manager.

Successfully pass a TSA fingerprint-based criminal history background check.
