DEPUTY DIRECTOR OF ADMINISTRATION/CONSOLIDATED HEALTH AND HUMAN SERVICES AGENCY DIRECTOR

General Statement of Duties Performs complex administrative, professional, and managerial work planning, organizing, and supervising various County functions and overseeing projects and programs as delegated by the County Manager. Employee is also appointed as the Consolidated Health and Human Services Director.

Distinguishing Features of the Class An employee in this class performs highly responsible analytical, administrative, supervisory, and professional work in the County Manager's Office. The position supports the County Manager by conducting and managing complex projects, providing project planning and management oversight, and ensuring priority initiatives established by the County Manager's Office and the Board of Commissioners are implemented. The position serves as a primary liaison between the County Manager's Office and the departments on special projects and requests. The employee also serves as the Consolidated Health and Human Services Director responsible for planning, organizing, staffing, and directing the agency internal operations. This role involves working towards a unified implementation of Public Health and Social Services operations which include program implementation, supervision, and responsibility for fiscal, human resources, strategic planning, and intergovernmental relations functions. The work requires initiative, independent judgment, confidentiality and considerable working knowledge of operations and programs. Work is performed under the general direction of the County Manager and is evaluated through discussion, observation, conferences, reports and results, and feedback from department heads.

Duties and Responsibilities Essential Duties and Tasks

  • Manages specific County departments as delegated by the County Manager; communicates County vision, mission, and goals and works with department managers to carry these out.
  • Manages special projects and assignments for the County Manager involving politically sensitive and/or complex issues; conducts fiscal impact analysis related to some projects and issues.
  • Supervises and manages the consolidated human services agency; plans, organizes, staffs, and directs the agency internal operations; supervises agency functions and department directors.
  • Participates as part of the County leadership team in long-range and short-term organizational planning and management of staff and resources.
  • Manages and monitors work performance of assigned department managers including evaluating program/work objectives and effectiveness, establishing broad organizational goals, and realigning work, and staffing for the department.
  • Conducts, coordinates and reviews studies and surveys; collects information on difficult operational and administrative problems; analyzes findings; prepares reports of practical solutions for review by the County Manager.
  • Participates in the management of the organization's human resources, especially those assigned department heads, including leadership, motivation, communication, conflict resolution, hiring, promotions, employee relations, employee development, performance coaching and evaluation, and compensation.
  • Participates in the development and administration of the County budget; participates in the management of county resources, capital facilities, and infrastructure; monitors progress toward fiscal objectives and adjusts plans as necessary to achieve them.
  • Collaborates with the Manager to develop strategic communications with citizens, elected officials, and staff, as well as in problem-solving and addressing issues. May assist in preparing County Board agenda items and working with Board members to devise team-oriented solutions.
  • May represent the County at various local, regional, and state organizations, encompassing areas such as the school system, transpo tation, planning and development, grant development and administration, and other pertinent issues. Facilitates meetings and coordinates events as necessary.
  • Stays abreast of modern and effective county trends, issues, technology, laws, and regulations.
  • Establishes and maintains effective records to support and document management decisionmaking as necessary.

Recruitment and Selection Guidelines Knowledge, Skills, and Abilities

  • Comprehensive knowledge of the principles, practices, and functions involved in local government management.
  • Thorough knowledge of North Carolina General Statutes and of local ordinances governing the responsibilities of the County Manager, Board of Commissioners, and other public officials.
  • Thorough knowledge of the principles and practices of leadership, employee motivation, communication, team building, mentoring, performance coaching, hiring, and discipline.
  • Considerable knowledge of laws, policies, and current practices in a variety of phases of municipal administration including budget, personnel, purchasing, planning, and other functional areas.
  • Considerable knowledge of the application of information technology to improving the efficiency, effectiveness, and customer service functions of County services.
  • Skill in collaborative conflict resolution, problem-solving, and group facilitation.
  • Ability to analyze a variety of complex administrative problems, to make sound recommendations for their solutions.
  • Ability to plan, project, and determine priorities for service delivery to citizens.
  • Ability to exercise sound judgment in making decisions in conformance with laws, regulations, and policies.
  • Ability to coordinate and direct a wide variety and array of County services through department heads and other staff support positions.
  • Ability to develop and maintain effective working relationships with other governmental jurisdictions, elected and appointed officials, community groups, employees, and the public.
  • Ability to communicate effectively in oral and written forms.
  • Ability to establish and maintain accurate and thorough records and compile effective reports.

Physical Requirements

  • Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, talking, and hearing.
  • Must be able to perform sedentary work exerting up to 10 pounds of force frequently or constantly to move objects.
  • Must possess the visual acuity to prepare and analyze data, review detailed materials, operate a computer, to figure computations, and to read extensively.

Desired Education and Experience

  • Graduation from a four-year accredited college or university or an equivalent degree with a focus in business, public administration, planning, political science, or closely related field.
  • Considerable experience in governmental policy and procedure, including thorough knowledge of State law governing County administration.
  • Experience as a department head or at a management level or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities.

Special Requirement Possession of a valid North Carolina driver's license.
