Job/Position DescriptionProgram Specialist IIThe Program Specialist II works under the direction of the Surveillance, Epidemiology, and Assessment (SEA) Branch manager in the Immunization Section. Performs moderately complex (journey-level) consultative services and technical assistance work. Works under general supervision, with latitude for the use of initiative and independent judgment. Assists in the collection, organization, analysis, and preparation of materials in response to requests for program information and reports. Responsible for child-care assessments and managing school data. Provides support for the SEA Branch in research needs and technical program assistance. Assists in the processing of conscientious exemptions. Prepares review of immunization literature, statutes, policies, and rules for the SEA Branch as necessary for routine operations and future strategies. Conducts training and provides guidance to staff and constituents in the development and integration of new, revised, or existing methods and procedures, monitoring functions and standard policies. Serves as a liaison to staff, government agencies, community organizations, and the general public to explain and provide technical assistance on program specifics and requirements. Provides documents and education to constituents as needed.Essential Job Functions(50%) Assists in the processing of vaccine conscientious exemptions (CO's) and coordinates process with other staff. Prepares monthly statistical summaries of CO activities and other CO trend information per program needs. Assists with quality assurance activities. Assists in the completion of monthly, quarterly, annual and other reports indicating program performance.(30%) Serves as a liaison to staff, government agencies, community organizations, and the general public to explain and provide technical assistance on program specifics and requirements. Responds to inquiries from Local Health Departments (LHDs), Health Service Regions (HSR), healthcare providers, school health personnel, and the general public about vaccination recommendations, requirements, and safety issues. Assists in the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.(15%) Coordinates activities related to school and childcare facility audits, including obtaining annual facility listings and coordinating survey methodology to be completed by Regional/Local Health Departments. Analyzes results and presents findings in appropriate methods, such as reports and graphs. Provides technical assistance for outliers and areas of need. Conducts training for schools and child-care facilities, to include manuals covering survey procedures, their meanings, and other venues requiring interpretation/assistance. Liaison with the Department of Family and Protective Services (DFPS) and other stakeholders to accomplish childcare audits, follow-up of non-responding facilities, and facilities in need of technical assistance or other corrective action. Conducts database quality checks and interprets school data to be applied in the correct context. Assists in data quality control for population assessments, annual reports and special data requests.(5%) Other duties as assigned including, but not limited to, actively participating and/or serving in a supporting role to meet the agencyand#146;s obligation for disaster response and/or recovery of Continuity of Operations (COOP) activation.
