Salary: $55k – 62k (Grade M)

Position Overview:

This is an opportunity to work for a well-respected, century-old organization to protect some of the most important places and stories representing the diverse lands and history of our country. The New Mexico Program Manager serves in a leadership position within NPCA and our Southwest Regional Office (SWRO) that represents our frontline in New Mexico on campaigns, relationships, organizing, strategy, and tactics to help advance NPCA’s local and national park protection priorities for New Mexico’s 15 national park sites and their complex and diverse connected landscapes and communities. Tribal engagement and collaboration in these efforts is a critical part of this work. Working directly with the Southwest Regional Director and in coordination with other NPCA departments and teams, the Program Manager leads and implements regional and national program goals, including landscape-scale protection surrounding parks, protecting ecological and cultural resources and properties, mitigating and adapting to climate change impacts, connecting communities with parks, and making parks and the diverse stories they preserve relevant and accessible to all Americans.

The Program Manager develops strategic campaigns and organizing strategies, identifies resource and budget needs for successful outcomes, and consistently builds and maintains relationships with National Park Service staff, Tribal leadership, organizations, communities and community leaders, congressional members and staff, local and state elected officials, and the media. The Program Manager will have the proficiency and comfort level to work in the many and varied communities and populations associated with these national parks, with special emphasis on Chaco Culture National Historical Park, Carlsbad Caverns National Park, Valles Caldera National Preserve, Bandelier National Monument, Petroglyph National Monument, and attention as needed in numerous other parks. The Manager also identifies and cultivates donors and foundation funders, including New Mexico members of the SWRO Regional Council.

Essential Functions:

Park Protection (60%)

  • Identify critical concerns that affect New Mexico national parks and connected public lands and take a leadership role in the state in developing and implementing appropriate campaign strategies in response to threats and opportunities for park lands, waters, air, ecological and habitat health, and climate change – including energy and other development impacts in the Greater Chaco, Greater Carlsbad, and other park landscapes.

  • Track and coordinate activities on Regional Haze and Clean Air in the state and work directly with state and federal officials to advance strong air quality rules (methane, haze, ozone, etc.) affecting New Mexico parks.

  • Assist NPCA colleagues as possible with national priorities, such as information gathering and outreach.

Outreach, Engagement, and Communications (20%)

  • In coordination with SWRO staff and the NPCA Communications team, design and implement outreach and engagement and media strategies to provide a public forum for our issues and opinions that reflect local priorities and culture, and that promote park issues and regional/national NPCA priorities.

  • Participate in and convene relevant community meetings and forums and develop working relationships with important local leaders and elected and agency decisionmakers in the state.

  • Contribute to the body of regional publications and provide written content for SWRO e-Field Reports, webpage, and NPCA social media.

  • Work with congressional staff and members of Congress to inform and educate about specific park issues and threats.

  • Engage and develop diverse constituencies of members, supporters, and community partners in planning/regulatory processes impacting parks and surrounding landscapes and communities, including tools such as action alerts and traditional and social media, etc.

  • Plan and hold Civic Voice Workshops for new and diverse constituencies as possible.

  • Serve as a spokesperson and representative of NPCA’s Southwest Region, including presentations or comments in a variety of settings, community meetings, conferences, public hearings and events, and media opportunities.

  • Strengthen working relationships with Tribal leaders and community partners connected with New Mexico national parks and work to amplify their concerns and activities on park-related issues.

Development/Fundraising (10%)

  • Work with NPCA Development staff and SWRO Regional Director to meet annual fundraising goals for SWRO and NPCA.

  • Participate in the cultivation and stewardship of individual donors, including New Mexico members of the SWRO Regional Council, and assist with coordinating donor events in New Mexico.

  • Assist with the development of foundation and corporate proposals and funder progress reports.

Administrative Support (10%)

  • In coordination with the Regional Director implement and maintain protocols for effectively tracking the SWRO budget and manage all administrative and logistical activities for the New Mexico program.

Travel:

Significant travel throughout New Mexico as well as occasional regional team and national meetings.

Minimum Qualifications, Competencies, Skills, Education, and Traits:

  • Five years lived or work experience and/or a Bachelor’s degree in a relevant field such as natural resources/environmental science, cultural resource management, anthropology, community organizing, political science, or communications.

  • Inspired by national parks with a desire to be part of a fun and dedicated team that advocates for their protection.

  • Knowledge of New Mexico cultural and natural history.

  • Spanish language helpful, but not required.

  • Awareness and sensitivity to the needs of underserved communities and demonstrated ability to work in a cross-cultural context with diverse colleagues, constituents, and allies, with a particular focus on the Latino/Hispano community that constitutes nearly 50% of New Mexico’s population.

  • Excellent and proven written and oral communications skills.

  • Demonstrated ability to manage time effectively, coordinate multiple projects, handle details, and work effectively with minimal supervision, with an eye to changing priorities as new projects emerge.

  • Ability to work collaboratively as part of a larger team to support and sometimes lead aspects of advancing a shared agenda.

  • Demonstrated competency in accurate financial tracking and reporting.

  • Proficiency in MS Word, Excel, PowerPoint, Outlook, online recordkeeping systems, internet research, and other basic computer skills required.

  • Background in or knowledge of non-profit fundraising preferred.

  • Valid driver’s license and personal vehicle use required.
