Position Description:

CGI prefers candidates who are located in: Columbus, Ohio OR Cleveland, Ohio OR Albany, New York. This is a hybrid position.

CGI Federal’s Housing Compliance team that partners with a local public housing authority and the U.S. Department of Housing and Urban Development (HUD) to assist in the provision of affordable housing has an opening for a Housing Voucher Training and Compliance Specialist.

Under the management of the Voucher Training and Compliance Manager, the Voucher Training and Compliance Specialist carries out the training role for the assigned jurisdiction(s). The Specialist will assume the role of developing and delivering training to new and existing CGI PBCA members for tasks related to Vouchering and Corrective Actions. The Specialist will be responsible for overseeing the creation of voucher course training material relevant to CGI members’ roles and expectations.

Your future duties and responsibilities:

Performs the following task in a timely manner and as defined in the CGI Personnel Manual, U.S. Department of Housing and Urban Development Regulations, Guidelines, Procedures, Handbooks, and Notices, Annual Contributions Contract (ACC), Memorandum of Agreement, Subcontract Agreement and Business Process Policy and Procedure Manuals:

• Creates voucher course training material relevant to the CGI members roles and expectations.

• Assist with the coordination of quarterly workshops and staff meeting material to provide continuing training with updates in policies, procedures and/or implementation of new vouchering software.

• Develop and Maintain Vouchering Operations Manual and E-Learning Environment.

• Add additional training's as new policies and procedures are established.

• Update Voucher Workbook and PowerPoint to ensure current/updated processes are included in New Hire Training.

• Updates Procedural Manuals when there is a major update or clarification in policies, procedures and/or implementation of new vouchering software.

• Updates Voucher Training PowerPoint to ensure current/updated processes are included in New Hire Training.

• Maintains written documentation of training course material, class roster, evaluations, and assessment information.

• Updates and monitors tracking databases so that information is readily available for reporting. Ensures ISO 9001 compliance with development of material and record retention requirements.

• Assists in the testing of Voucher system enhancements and specifications.

• Works effectively with Voucher Training and Compliance Manager and Business Operations Analyst to test and develop enhancements.

• Reports issues related to timely voucher processing.

• Maintains suitable level of member relations by working effectively with Operations Managers, Finance Managers, Quality Assurance, and Business Analysts to assure complete, accurate and timely completion of tasks.

• Assists on new business initiatives when opportunities are available.

• Leadership and Development: Become an expert on voucher concepts and processing.

• Become a resource for vouchering questions and concerns for internal and external clientele. • Assist with PBCA Invoice tasks as required.

Required qualifications to be successful in this role:

• Bachelor's degree is required OR significant relevant experience in lieu of education will be considered.

• Must have at least 3 to 5 years experience with training delivery.

• Ability to coach, mentor, review and evaluate Operation staff and team members.

• Ability to write assessments and evaluations for new and existing members.

• Ability to interpret guidance, prepare materials, and present information in groups and one-on-one.

• Ability to interpret and understand guidelines and regulations, with little or no prior knowledge of subject matter, to apply accurate policy, procedures and create material if necessary.

• Attention to detail and high level of accuracy in preparing Operations Manuals, training materials, and eLearning modules to deliver effective and quality staff trainings.

• Should have the following skills: Microsoft PowerPoint and Microsoft Office Suites; Adobe Captivate experience. Information systems expertise; Accounting and record keeping; Professional skills.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and license and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $37,100.00 - $74,100.00.
