Chemonics seeks aSenior Associate, Procurementto join the Risk, Finance, and Compliance (RFC) Division. The procurement senior associate performs billable commodity procurements involving a variety of tasks, including processing procurement requisitions, tracking procurements, communicating with business unit (BU) teams and project offices, vendors, as well as administrative and logistical functions. They may also contribute to departmental work plan activities and other departmental initiatives. The senior associate supports BU teams and project offices to execute commodity procurements in accordance with applicable client regulations and Chemonics policies and practices. Support of BU teams and project offices is as defined by the principal duties and responsibilities listed below. The procurement senior associate is an individual contributor who applies their technical experience while also adhering to standard operating procedures. The senior associate is expected to execute day-to-day responsibilities independently, while engaging their supervisor and other senior department staff on more complex processes. While building their subject matter expertise, they also serve as a resource to more junior department staff. This role requires on-site work in our Washington, DC office location as part of our hybrid, flexible work structure.

Responsibilities Include:

  • Receives, reviews, and processes procurement requisitions (PRs) for items such as IT equipment, motor vehicles (non-armored), agricultural commodities, satellite phones, and other orders (including those under department-managed blanket purchase agreements). Ensures procurement is conducted in compliance with regulations, policies, procedures, and prime awards, while routinely managing a high-volume workload.

  • Reviews commodity specifications, prepares solicitation documents, evaluates offers, selects vendors, creates contractual documents (purchase orders, subcontracts, etc.), carries out inspections of deliveries, and arranges for shipping and related logistics, consulting their supervisor as necessary.

  • Ensures compliance with relevant procurement regulations, and U.S. Government export regulations, including the U.S. Department of State’s International Traffic in Arms Regulations (ITAR) and the U.S. Department of Commerce’s Export Administration Regulations (EAR).

  • Clearly communicates procurement progress with PR point(s) of contact and delivery requirements with project offices, processes invoices, and updates internal department trackers.

  • Ensures electronic copy files for procurements are updated in D365, ensuring all appropriate documentation, reviews, and approvals are saved in the system.

  • Coordinates and gathers information from internal and external sources to complete the Export Compliance Confirmation Form (ECCF).

  • Retains delegation of authority for purchase orders or subcontracts up to $100,000 with appropriate internal reviews and approvals. May manage procurements above $100,000, if required. Coordinates approval of higher value procurements with authorized parties within the Procurement Department or other parties in Chemonics in accordance with Chemonics policies, with supervision.

  • Reviews and recommends updates to department tools and guidance, including the Project Office Commodity Procurement Handbook and department’s internal work instructions. May manage re-compete for department-managed USAID labels or IT BPAs.

  • Leads procurement start-up meetings and chief of party orientations.

  • Co-facilitates corporate training, including introductory procurement and other procurement courses as requested.

  • Demonstrates knowledge of intermediate level concepts pertaining to job function. Provides guidance and answers elementary to intermediate procurement-related questions with moderate coordination with supervisor.

  • Possesses sufficient understanding of other functions, including contracts, grants, and export compliance considerations, which routinely intersect with procurement department work. This knowledge is used to respond to increasingly complex procurement-related questions and ensure provision of excellent customer service.

  • Conducts short-term assignments, including file reviews (reviewing compliance with client and Chemonics procurement policies and regulations), training project office staff, conducting project office-based commodity procurements, and/or other tasks as required by the project. Assignments are typically conducted independently, though may differ based on specific staff experience and the needs of the project.

  • Reviews and contributes data for department-level initiatives and reports (e.g., FSRS reporting) and provides input towards annual department work plan.

  • Builds technical expertise through attendance at internal and external procurement, contracting, and legal-based training and conferences. May represent Chemonics at small business fairs and export compliance-related events.

  • Solves problems or improves effectiveness of tasks related to procurement department functions, as delegated.

  • Serves as a mentor and/or resource to junior department, business unit, and support department staff.

  • Participates in new business activities and proposal teams, as appropriate.

  • Performs other duties as required.

    Qualifications:

  • Bachelor’s degree or equivalent work experience required.

  • Minimum of two years of administrative or related professional work experience required.

  • Educational or work experience in logistics, purchasing, or related field preferred.

  • Knowledge of or work experience with job-relevant client and its operations preferred.

  • Experience or coursework related to U.S. Export Control laws preferred.

  • Demonstrated ability to communicate clearly and concisely in both verbal and written communications; strong cross-culture communication and sensitivity skills.

  • Demonstrated ability to handle routine administrative tasks and operational issues.

  • Ability to multitask with strong attention to detail, organization, and time management.

  • Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives.

  • Ability to work independently and as a member of a team.

  • Strong customer service and interpersonal skills.

  • Strong analytical and decision-making skills; demonstrated resourcefulness in problem-solving and initiative to learn new skills.

  • Strong knowledge of Microsoft Office applications (e.g., Word, Excel). Dynamics 365 experience preferred.

  • Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries.

  • Demonstrated leadership, versatility, and integrity

  • Language proficiency in French, Spanish, or Arabic preferred.

    The Salary Range for this position is expected to be: $55,760 - $69,700.

    An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
