Job Summary

Sam Schwartz, a TYLin Company, is seeking a full-time Senior Transportation Operations Engineer to assist full time as an onsite Supervisor of a traffic management operation team in a Transportation Management Center (TMC) environment in New York City, New York. The Senior Transportation Operations Engineer will be the main point of contact at the TMC. The Senior Transportation Operations Engineer will be expected to have a Professional Engineering License in the State of NY with 12+ years of relevant experience. The engineer should be knowledgeable in traffic data analysis, traffic flow, maintenance of traffic design and implementation, and traffic incident management. The Senior Transportation Operations Engineer should have interest in ITS, traffic operations and data analytics.Organizational Relationship:
Reports directly to the Program Manager, Transportation Operations at Sam Schwartz

Responsibilities & Qualifications

  • Coordinating with city agencies and other stakeholders as necessary.
  • Assess expected passenger volumes, daily events, and pro-active mitigation measures to create a daily plan.
  • Determining appropriate mitigation measures to optimize traffic flow and communicating these to PAPD in field.
  • Ensuring that proper contacts are made and protocols are followed during incidents.
  • Leading communication with outside entities, especially during heightened congestion levels or busy traffic days.
  • Receive a broad range of data, synthesize this information to identify potential issues, and then execute actions and responses to proactively prevent or resolve issues.
  • Coordinating with and disseminating data information to TMC supervisors and operators.
  • Participate in construction progress meetings to coordinate traffic management operations.
  • Continually evaluating impacts of construction activities and identifying potential conflicts.
  • Adjust procedures based on construction activity, new roadway configurations, or modified operations.
  • Developing/update Standard Operating Procedures (SOP) for the TMC environment.
  • Ensure staff follow SOPs and any other approved Guidelines.
  • Creating DMS messages to be shared with operators, facilities and partner transportation agencies.
  • Entering real-time closure information and hazard information into mapping platforms.
  • Overseeing and training Operators.
  • Must be flexible with their schedule and will be required to work a weekend shift or on holidays on a somewhat regular basis.
  • On rare occasions, you may be required to work extra hoursor be on-call 24/7 at any time as the situation dictates including weekends, overnights, holidays, and in inclement weather as needed.

Qualifications

  • Professional demeanor and the ability to interact with stakeholders both in-person and over the phone
  • Familiarity with regional transportation network
  • Strong critical thinking, analytical, and problem-solving skills.
  • Good oral, written and interpersonal communication skills
  • Ability to remain composed during stressful high pressure situations
  • Strong Leadership, Mentoring and Teambuilding skills
  • Ability to work independently and as a team member in a fast-paced, deadline-driven environments.
  • Experienced with Microsoft Office suite (particularly Excel)
  • Experienced with traffic analytic platforms (i.e. Synchro, TACTICS, etc.)
  • Experienced with using ITS devices used at TMC's (cameras, VMS, etc.)
  • Knowledge of data analytics to help make data driven decisions quickly
