A licensee who has retired from active practice, but does only volunteer, non-remunerative practice and receives no direct monetary compensation practicing in a health/public health clinic operated by a charitable corporation that mainly provides primary physical, dental or mental health services to low-income patients without charge or using a sliding fee scale based on the income of the patient. The average time to issue a license is 3-5 calendar days after all necessary documents have been submitted.
