Must be of good moral character and a citizen of the United States. - Must not have been convicted of any felony or crime involving moral turpitude, or illegal use or possession of a dangerous weapon for any of which a full pardon, or similar relief has not been granted under the laws of the United States, the State of Louisiana, nor any other state or country.
